Specters and Speakeasies is a setting idea I had for Dungeons and Dragons. Essentially, imagine a movie about prohibition-era mobsters. Now add dragons, magic, and dwarves. That's the gist of it. The DM described it as the Legend of Korra to the regular show's Last Airbender.
Since booze is illegal, it's become quite a valuable business. Which is why the Dwarven mafia makes so much money with their stills and speakeasies. Given the amount of money people pay for it, dragons will often hoard it alongside gold and gems.
This is basically a topic to get the setting flushed out, as well as the activities of the various crime families and districts in the yet-unnamed city.

The Dwarven Mafia The head of the local crime family is Ser (Dwarven for "Head") Urist Hammerfall. The Dwarven Mafia sells guns and other weapons, as well as being the leaders in the moonshine rackets.
Chuf- blackmail that hasn't been used yet, useful for extorting nobles. Elgraz- insurance fraud involving faulty construction. Skazi- a thief, robber etc.

The Elven Mafia The poncey gits deal mostly in smuggling, illegal furs, exotic animals, and drugs. Headed by Don Treefondler.
